Construction of the General Gas-Akobo bridge

Oyo State Governor, Engr Seyi Makinde has flagged-off the construction of the General Gas-Akobo bridge. The bridge is expected to connect Akobo to Idi-Ape to Odogbo barracks.

Speaking at the flag-off ceremony, the Governor said that the contract was originally awarded by the previous administration in 2017 but was rewarded due to the shabby work the contractor did.

According to Makinde, when the contract was awarded in 2017, N1.464bn was allocated to the construction of the bridge. He however said that the contract was reawarded for N1.058bn only

He said,”The original contract was awarded in 2017 for the road from Idi-Ape-Akobo Ojurin-Odogbo Barracks Junction but the contractor was handling the project with hands of levity.

 

“Let’s forget about the road for a brief moment. In the amount stipulated for the road project, the amount allocated to the bridge was N1.464bn. N368m was paid to the contractor before we stopped the project. The only thing the contractor had to show for the N368m are the steel and concrete we can see over there.

“Now, that N1.64bn awarded for the project was the price as at 2017. Despite the inflation, in 2021, we have reawarded the contract for 1.058bn only.”

Makinde added that even though the contract has been re-awarded, the government will not pay a dime until 20% completion of the project.

He further pledged that the project will be commissioned in six months.

His words, “On my honour, I’m telling you that despite trenbolone ace the reduced amount, the bridge will be completed in 6 months.”

He subsequently called on the residents of the state to act as supervisors for the project.

 

He said, we are all to be supervisors of this project. If you are passing through the area and you see anything you feel needs to be corrected, please tell us. We will talk to the contractor and ensure that he is doing what the people want.”

We flagged off the construction of a 65-metre flyover at General Gas, Ibadan, earlier today. The contract has been re-awarded to Peculiar Ultimate Concerns Ltd at the cost of N1.058b. It will be funded using the Alternative Project Funding Approach and the duration is 6 months.

This cost represents an overall savings of N40 million for our state. The contract was earlier awarded for N1.464 billion on May 17, 2017, and the contractor had been paid N368 million before it was terminated last year by our administration due to non-performance.

Oyo State Governor, Seyi Makinde has flagged off the construction of a flyover bridge across General Gas to Army Barracks Odogbo, Ibadan.

Makinde while speaking at the flag off ceremony this Wednesday said that any Infrastructure project that his administration will embark upon will be the one that can boost the economy of the state.

He noted that the bridge is significant to the state’s economy saying that he felt the pains and problems those plying the other bridge go through. His words:

“Well, this bridge is significant to our economy because if you come here early in the morning, the queue is always long and it disturbs those who are going to their places of work to make ends meet for themselves.“I have said it before and let me repeat that any infrastructure project that this government will embark upon will be the one that can boost the economy of the state. Upon completion of this bridge, it will be easier for people who want to go to Gate, Idi-Ape or Dugbe for commercial purposes.

“I also want to state that I am aware of the pain and problem, which those who are at the other side of this bridge, are going through. Around this time in 2019, the contractor that this project was formerly awarded to was working at night on the road. Then, I was already governor-elect and on a particular day, around 2 a.m, I was passing along this road and saw them busy laying asphalt. I waited and was wondering why the situation was like that.

“I even taught they wanted to complete it before I would be sworn in as the Governor but I could deduce that they were trying to do some certain things so as to reduce the fund they have already siphoned.

“I am saying this with all sense of responsibility. When we opened their books, we realized the contractor was owing us N400m Naira. Though we have not collected the money, we will still make sure we get it from the contractor.

“The original contract, which was awarded in 2017, was supposed to cover Idi-Ape to Akobo-Ojurin and end at Barracks junction but they were not serious with it. Let us even for a brief moment divert from that. The contractor quoted N1.464b Naira as the amount that will be spent to complete the project and the state government paid N368,000,000 before we terminated the project when we came in. So, does it mean the concrete they have done and some metal objects we are seeing here today worth N368,000,000, which the government paid them? No.

“Well, now in 2021, despite increase in cost price of materials, we re-awarded the project to another contractor at the rate of N1,058,000,000 Naira only. The government won’t pay any money until the project reaches 20 per cent stage. And after then, we will pay them monthly for a whole year until the work is fully completed.

“Now, if you compare this new contract, which we are re-awarding, with that of 2017, the difference is close to about N40million, which our government has actually saved. Since 2017, close to four years, this little thing is the work they have done.

“I want to assure you all that, on my honor, I am standing before you today to say that, with the steps we have taken, we will pass on this bridge within the next six months.

The project which was awarded in March 2021 is running behind schedule. During a recent inspection visit to the General Gas Flyover on May 7, 2022, Governor Seyi Makinde, confirmed that the quality of work done was fine. However, Governor Makinde directed the contractors to increase the pace of work so that the project is delivered before the end of 2022.

Governor Fayemi commended Makinde for delivering such a massive road and flyover project, among many others across all the nooks and crannies of the state.

Fayemi commended Makinde for being passionate about the development of Oyo State, saying that the governor is living up to the expectations of the people.

He described Governor Makinde as broad-minded, focused on the job and a man that builds relationships that transcends political party affiliations.

“I want to thank the governor for this invitation. As the chairman of the Nigeria Governors’ Forum, NGF, my primary duty is to protect the interest of the 36 states in Nigeria regardless of the party they belong to. I cannot deliver the full responsibility without the cooperation of all my brothers across the divide. And I can tell you that Engineer Makinde has been a strong pillar of support.

“For me, this is a duty beyond party. It is recognition of what we have promised our people and the pledges we made when we were elected into office – to serve the people who have elected us without hindrance.

“I know this road will be plied by members of APC, PDP and those who do not even belong to any party. To that extent, we must commend both the government that started this road and Governor Makinde for not abandoning the project. The credit belongs to both governments.

“Once again, I must thank the governor for doing this for those of us who are emotionally attached to this road.

“I want to also use this opportunity to endorse the point the governor made earlier. If what we are about is the development of our people, we can disagree without being disagreeable. Once elections are over and it is time for governance, we all should rally round those who have been saddled with the responsibility via the ballot.

“We all owe it a duty to come together to work for the overall benefit of our people. In a state like Oyo where we have had a ding-dong affair in politics, we are all one. I believe anyone who knows Governor Makinde will know that he is broad-minded, focused on the job and he wants to build relationships that transcend political party affiliation. So, that is why I am here.”

Governor Fayemi also cautioned against what he called continued reliance on “majoritarian democracy,” saying that those who win 51 percent at elections must find ways to come together with those who win 49 percent to run inclusive administrations.

Earlier at the event, Governor Makinde maintained that the road and flyover project will enhance the socio-economic development of four Local Government Areas of the state.

He explained that the four local governments that will benefit from the project include Akinyele, Lagelu, Ibadan North and Ibadan North East, saying that the present administration will continue to build infrastructure that targets the economy.

Makinde said that the project was in fulfillment of his electioneering promise that all road projects embarked upon by the administration would be completed, adding that his administration has been injecting the sum of twelve billion Naira into Oyo’s economy every month as a result of prompt payment of workers’ salaries.

The governor reiterated that his administration has also begun efforts to fix internal roads, as it has released the sum of Seven Hundred and Fifty Million Naira (N750m) to the Oyo State Road Maintenance Agency (OYSROMA) for the rehabilitation of internal roads.

He said: “I want to appreciate the presence of everyone here today. “But, first of all, let me start by thanking my brother, the Executive Governor of Ekiti State, His Excellency, Dr. Kayode Fayemi, for joining us today as we commission the General Gas Flyover and the dualisation of the 7.2 Km Idi Ape-Basorun-Akobo-Odogbo Barracks Road.

“Your presence here communicates a message to those who think that politics is a do-or-die affair and for those who think collaboration across party lines for development is not possible.

“You have always said to me privately that we are partners when it comes to the issue of development of our people. Yes, our great party, the Peoples Democratic Party (PDP) and the All Progressives Congress (APC), have different philosophies.

“But when it is time to do what is right for the progress of our people, we should be able to come together and get it done. And today, it is a testimony.

“Like I always say, players will always come and go but our state and country will remain. So, we welcome you to Oyo State. We know you are one of us and we can rightly call you an Ibadan boy since you were born here and grew up here. So, welcome home.

“When we came into government, we promised you, the good people of Oyo State, that every road project we embark on would target our economy. Our slogan has always been ‘where road goes, development follows.

“The construction of the General Gas Flyover and the dualisation of the 7.2 km Idi Ape-Basorun-Akobo-Odogbo Barracks Road, has brought a new level of development to, at least, four local government areas – Ibadan North, Ibadan North East Lagelu Local Government Areas and Akinyele LGA.

“If you have any doubts that road construction directly contributes to economic development, then you can use the Idi Ape-Basorun-Akobo-Odogbo Barracks Road as a case study. People who have lived here for four years and above will tell you that the level of economic activity that has been extended to this zone in the past year. They will be able to do a comparative analysis, or as we say in local parlance, a “before and after.

”So, I can say with all confidence, that this is another promise kept.

“Well, some people will say there are other roads that need repairs; that some roads in Ibadan need rehabilitation. Yes, we are aware of the state of roads, not just in Ibadan but the whole of Oyo State. And as we have promised, governance will continue to the last day of the life of this administration. So, we are already doing something about inner city roads.

“Earlier in the week, we gave the Oyo State Road Maintenance Agency (OYSROMA) N750 Million for the rehabilitation of roads. “The plan is to ensure that all LGAs get some of their roads fixed. The chairmen are here and we are collaborating together. This is a federal road but the people plying here are local people. So, I believe the three tiers of government have to work together to deliver dividends of democracy to our people. It is just that simple.

“Let me quickly address again an issue that keeps coming up in conversation. There is this idea that the State Government has hijacked Local Government functions. “Well, let me repeat that we have not in any way hijacked the functions of any local government. “We are only putting in the work needed to assist them in their functions.

“We all know the economic realities in our country right now and this has often led to people having to make tough decisions.

“Sometimes, looking at the money in your pocket, you may decide, “meat is not my problem tonight, let me buy bread.”

It is this same decision that governments at all levels need to make. For example,we ask ourselves if we should pay salaries or use the money to build roads because the money is simply not enough to do both.

“But here in Oyo State, we decided to make that decision easier for the LGAs. We tell them to go ahead and pay salaries – which stimulate the economy – we will assist you in doing other things that you should be doing. Yes, they are paying salaries and, at the state level, we are also helping them to do other things like waste management, which should have been a local government issue but we are taking it up at the state level.”

He added that while the local governments pay about N5bn as salaries every month, the state pays about N7bn.

According to him, it means that the sum of N12 billion is being injected into the Oyo State every four weeks.

Governor Makinde also told the gathering that though the contractor who was initially awarded the contract by the previous administration was owing the state the sum of N250 million, adding that the state would recover the amount.

Oyo State Governor, ‘Seyi Makinde, on Wednesday, flagged off the construction of the N1.05 billion fly-over across the Idi-Ape-Basorun-Akobo road, Ibadan, declaring that the state was saving about N400 million from the failed contract awarded by the immediate past administration in the state.

Governor Makinde, who spoke at the brief flag-off ceremony at the foot of the overhead bridge, said that the state government would put machinery in motion to recover the outstanding funds, which, he said, the previous contractor collected but didn’t work for.

A statement by the Chief Press Secretary to the governor, Mr. Taiwo Adisa, explained that the governor, while speaking at the event held at the IDC Primary School, Basorun, Ibadan, said the flyover was vital to the socio-economic growth of the state.

He disclosed that the 65-metre fly-over was contracted to Messrs Peculiar Ultimate Concerns Limited “for a completion period of six months through the Alternative Project Funding Approach.”

He equally charged the people of Idi-Ape-Basorun/Akobo areas to monitor the progress of the construction work and report any observation about the contractor’s performance to the government for necessary action.

ccording to Governor Makinde, the contractor would finance the project up to 20 per cent completion stage before the government would start paying on instalment basis for 12 months.

He also stated that his administration would continue to embark on projects that would enhance the economic development of the state.

Speaking earlier, the Commissioner for Public Works, Infrastructure and Transport, Prof. Dahud Sangodoyin, had told journalists at the Secretariat, Agodi, Ibadan, that the State Executive Council had approved the construction of the flyover.

He said: “The Executive Council deliberated on the construction of a flyover across Akobo-Ojurin up to Odogbo Barracks, which is the end of General Gas and it was approved that the flyover should be constructed.

“It covers a length of 65 meters excluding the abridged length of the road. It will serve the Akobo-Ojurin and Odogbo axis. It is part of the developmental agenda of His Excellency, Engineer ‘Seyi Makinde, to improve on the socio-economic space of the state.

“So, we believe that this bridge, when completed, will give us the values for the money that will be spent on it.

“The project has been awarded to Peculiar Ultimate Concerns Limited and the completion time is six months.

“Let me add that our administration has been able to save a lot of money on this flyover simply because it was awarded by the last administration around 19th of May, 2017, and when we found out that the contractor was unable to perform, the contract was terminated in the year 2020. So, we have re-awarded the entire asphaltic layer to Fax Construction and left out the flyover part of it.

“So, yesterday (Tuesday), we looked at the cost of the contract, which was N1.464 billion in 2017, and the contractor that had worked on it exhibited slow performance, therefore, it was terminated. The state government had paid N368 million for the bridge works.

“Now, this new contract, which we are re-awarding to Peculiar Ultimate Concerns will cost about N1.058b and the difference is close to about N400million, which our government has actually saved.”

While also briefing the media on Wednesday, the Oyo State Commissioner for Education, Science and Technology, Barrister Olasunkanmi Olaleye, confirmed the decision of the state government to upgrade the Emmanuel Alayande College of Education, Oyo, to a University of Education.

He said that the decision was in line with the commitment of the administration to transform the education sector of the state to attain global standards.

He said of the State Executive Council meeting held on Tuesday approved “upgrading the Emmanuel Alayande College of Education to a University of Education.

“The whole essence of this is for us to deal with teachers and the problem of education from the baseline by producing competent educators and teachers with requisite pedagogical skills.

“The school, in recent years, has been running an affiliated degree programme with another university and we realized that the students in that programme actually outnumbered even the NCE students that represent the core mandate of the school. “So, the school as it is today, with the infrastructure, materials, and skill of the educators there, can actually take off as a university.

“We also realised that the students, nowadays, prefer to have a degree than just NCE. So, with the location of the school, the presence of the Federal College of Education in Oyo and the College of Education at Lanlate, we believe the school has sources for students that can take the degree programme. It can stand, and based on that, the cabinet approved the upgrading of the school.

“Now, we will take steps to apply to the relevant authorities for upgrading any moment from now.”

Also at the briefing, the Commissioner for Health, Dr. Bashir Bello, confirmed the receipt of a total of 127,740 doses of the AstraZeneca brand of the Covid-19 vaccine by Oyo State.

He, however, said that the state is putting in place measures to perfect the vaccination process, especially in view of complaints in some countries, particularly most European nations like Sweden, Denmark, Norway, and France.

He said that the state has been putting in place necessary precautions to ensure that nobody who takes the vaccine is put at risk.

He said: “We, too, in Oyo State have to take some basic precautionary measures. One of the measures was that we ensure first of all, because of the potency of the vaccine, the type we got was the one that can only operate within +2degree centigrade to +8degree centigrade which we have at our Jericho Cold Store.

“We are trying to ensure that the state modifies its own website because it is a national website for those intending to take the jabs and this has given rise to some misconceptions because some people wrongfully thought Oyo State has got the vaccine and they don’t know what we are doing.

“But the correct information is that there are some information necessary for every individual to be vaccinated. We are now, along with international websites, inputting some pieces of information so that the Oyo State website will be fairly distinct in that we will be able to catch up on some things.

“So, we are trying to take the precautions along with the vaccination procedure. One of the factors some countries gave was intravascular coagulation, a factor which means that the blood will clot within the vessels. The subsequent result of this is that, if it blocks any part of the body and that body is no longer vesiculated, it will result in paralysis for that side, because there is no blood in circulation. But if perchance it involves the coronary artery, which is a very tiny one, it will lead to shock and immediate death.

“So, in Oyo State, we will add what we call a coagulometer, which we have had at Olodo all along, but it is going to be optional. That is one of the precautions Oyo State is trying to take along with its vaccination procedure.”
